In June 2006 the Board of Commissioners adopted Ordinance 2110-06 (pdf), which incorporates the 2006 International Property Maintenance Code with a few modifications into the Township's Municipal Code. As the name suggests, the Property Maintenance Code establishes minimum requirements and standards for both the interior and exterior of all structures in the community, both residential and nonresidential.


The standards cover a broad range of issues, including:

  • Lighting

  • Ventilation

  • Heating

  • Plumbing fixtures and facilities

  • Sanitation

  • Protection from the elements
    Life safety

  • Fire safety.

The new code establishes a significant change regarding the treatment of inoperable vehicles. Prior to the Property Maintenance Code, residents were allowed to store an inoperable vehicle on their property as long as the vehicle was covered by a tarp. However, the new code requires all inoperable vehicles to be housed in a permanent structure, such as a garage. Tarps are no longer adequate.


The Property Maintenance Code increases protection for both public safety and property values. Although the vast majority of structures in Cheltenham are beautifully maintained, one problem property can impact an entire neighborhood.

 

Copies of the 2006 International Property Maintenance Code may be reviewed at the Township Administration Building in the Building, Zoning and Engineering Department during business hours Monday through Friday from 8:00 a.m. to 4:30 p.m. and at all four Township libraries during normal business hours.
